BLACK SEA REGIONAL EXPERTISE NETWORK

Objective:
    
At the level of each partner, the expertise centre network will manage a certain field of interest for the local and regional authorities in the Black Sea basin and therefore it will collect information on the specific legislation of the area on each organization level - either local or national - for each country in the Black Sea basin, the problems that the local partner authorities are confronted with and examples of good practice in the focused areas. Each partner will share and learn from the experience of the others and they will make known the intentions and achievements until a certain moment. For the first phase, it will be organized two expertise centers – one in Bulgaria (on environment protection) – and one in Constanta (on turism development).

Activities:

Activity 1 – Organizing a kick off meeting with all the project partners, where a cooperation agreement will be signed for the entire project duration and also after the end of the project activities. On this occasion, the expertise areas supported by each centre will be established.

- Activity 2 – Opening the network of expertise centers and the connection and coordination center of Constanta. This activity supposes the employment of two persons that will take care of the good running of the centers; collecting the necessary information in the fields they are responsible for, i.e. tourism, economic development and environment protection.

All such information will be forwarded to the Connection and Coordination Center in Constanta that will create the database of the network of Black Sea expertise centers. It will be made known in seminars/conferences where the project partners and other local concerned actors will attend and by electronic means - web page, newsletter, forum of debates.

Activity 3 – Organizing two seminars/conferences where the data collected along the project will be presented. The first conference will take place within 6 months since the opening of the expertise centers in order to discuss on the first certain data existing in relation with the project interest area.

The second conference will be held after another 6 months in order to check the progress made in the cooperation with the partner states and the good practices applied.

Activity 4 – Project dissemination. Dissemination will be carried out along the entire project. The Brussels office of the National Union of Romanian County Councils will be particularly involved in this activity in order to make known the Black Sea region and the activity of the connection and coordination center in the Black Sea basin, having close relations with various representation offices of the European capital.
