The special commitment of the Congress of Local and Regional Authorities of the Council of Europe for issues related to the Adriatic, Baltic, Black and Mediterranean Seas has resulted in initiatives such as the setting up of the Adriatic Euroregion and the first actions undertaken in the perspective of creating the BLACK SEA EUROREGION.

Important steps have been taken in this respect through the International Conference on Interregional Cooperation in the Black Sea (Constanta, Romania, March 2006), as well as the 2nd Conference on Black Sea Cooperation that was held in Samsun (Turkey) in November 2006.

The voice of the local and regional authorities has more and more clearly and often expressed the interest and openness for interregional cooperation in the Black Sea Basin, as a key instrument for wide range development in this area.

As of the 1st of January 2007, with the accession of Romania and Bulgaria to the EU, the Eastern border of the European Union moved here which brought about new funding opportunities to the Black Sea countries (European Neighborhood and Partnership Instrument, Black Sea Synergy, Romania-Bulgaria Cooperation Program etc). The creation of a strong institutional background and the association of local and regional authorities in the Black Sea area can determine a better use of such funding resources and a good basis for the improvement of regional development in the most various fields.

Cooperation and development are interdependent and essential factors for enhancing stability in the area and overcoming the difficulties that the Black Sea states are confronted with.

The achievement of a functional Black Sea network and the framework for interregional cooperation will lead to a better identification and use of resources in the area, an improvement of the management capacities of the local authorities and enhancement of good governance at the local and regional level. Getting to know each other better will make conventional borders disappear and give birth to a large and harmonious Black Sea family. Letâ¿¿s build it together!

Territorial authorities taking part in the Black Sea Euroregion initiative will meet in Varna (Bulgaria) on 26 September 2008.

The Black Sea Euroregion will be a platform for co-operation complementary to existing national intergovernmental co-operation initiatives, acting in the remit of regional and municipal competencies. Once established, the Black Sea Euroregion will serve as a launching pad for multilateral initiatives using existing national, European and international financial instruments. The Euroregion will take the shape of a non-profit association designed to facilitate inter-regional and inter-municipal co-operation in the Black Sea basin.

At the close of the Varna Conference, the Euroregion’s potential partners – territorial authorities of the Black Sea area – will be able to choose to sign either the declaration of interest in becoming member of the Euroregion, or directly the Constituent Act and Statutes of the Euroregion. In the latter case, it will be necessary for territorial authorities to comply with the authorisations required in their country. They will also have to provide a written document confirming the authority’s acceptance of membership, its approval of the Constituent Act and Statutes, and the name of their representative authorised to sign these two legal documents.
